Feathered Overflow Frame

You will Need Paintshop Pro - any edition should be fine - I used PSP8

 and a suitable graphic

as you can see I used the one above

Here goes!
I leave a lot up to you so you have freedom to create because the end result is YOURS
and besides, you may have an easier way of doing things. I prefer it if you go your own way!
 
Remember to SAVE often.
 
Open the Image you want to use duplicate and close original - keep the duplicate in your workspace.
 
Open a new Image 400 x 400 Pixels transparent
 
Layer 1
 
Choose your colour for the back ground and flood fill 
(It is the pale green textured layer in my graphic.)
Apply a texture of your choice to this layer
 
Layer 2
 
Go to your image and using your selection tool on rectangle
select the area of your picture that you want as the central point of your frame
COPY and paste onto your new image as a new layer, it will automatically center itself.
Apply a soft drop shadow.
 
Layer 3
 
Add a new layer Flood fill with your next choice of colour (mine was the off-white colour)
Contract by about 20 and delete leaving a wide border,
go to image resize and change to 95% all layers Unchecked.
This will make the wide border you see in mine - then apply the same drop shadow.
 
Layer 4,5,6,etc; (Overflow layers)
 
This is the fun part - using your selection tool on freehand and set feather on about 15
 - you can play with the settings to suit your self -
Go back to your duplicate of the original graphic that you kept in your workspace.
Draw around an area on your original graphic that you would like to overflow
Copy and paste as a new layer - and then use your mover tool to position to match it's place on the central image
repeat the above Two or Three times on different areas. No drop shadow here.
 
Top Layer
 
Add a new layer and flood fill with your choice of colour as you did above.
Contract by 3 and delete leaving the narrow outside edge you see in mine.
Apply the same drop shadow you used before.
 
Add your name or watermark and you are done!!
